Is it possible that a radio has been locked out of changes?

I have a couple of DTR410’s and one DTR550.
I am able to program the 410’s with no problem but that is not the case with the 550.
It is an early addition 550, short antenna.
I cannot program it with the CPS software or the mini keyboard.
Any ideas?
